A MOMENT IN BLACK HISTORY:

Chief Raleigh Flowers

Raleigh Flowers’ dedication to the law enforcement profession extends 24 years of specialized and executive level policing. Raleigh began his law enforcement career with the Hialeah Police Department as a uniform patrol officer and ascended to the rank of Police Major overseeing the largest police bureau in the Hialeah Police Department. As Police Major, Raleigh became the highest ranking African American officer in the department’s history. During his tenure with the Hialeah Police Department, he served in various assignments to include Uniform Patrol, Crime Investigation, VICE, Administration, Internal Affairs, Police Personnel and held senior executive level ranks.

Upon retiring from the Hialeah Police Department, Raleigh joined the Bal Harbour Police Department on January 5, 2015 as a member of the department’s command staff overseeing patrol operations and various administrative functions within the Uniform Patrol Division. On October 1st, 2018, Raleigh was appointed as the first African American Chief of Police of the Bal Harbour Police Department.

Raleigh is a Miami Native and graduated from the infamous Miami Northwestern Senior High School. Raleigh earned a Bachelor’s degree from St. Thomas University (Cum Laude) and a Masters’ degree in Human Resource Management from Florida International University. Raleigh is a graduate of the prestigious FBI National Academy-Quantico and the University of Louisville, Southern Police Institute (SPI), Command Officer Development Course. Raleigh is also a Police Academy Instructor and Training Advisor at School of Justice at Miami Dade College.

Raleigh is a member of the National Organization of Black Law Enforcement Executives, 5000 Role Models of Excellence Project and an active member of the Christian Fellowship M. B. Church where he serves on the Deacons’ ministry.

Congratulations to NOBLE Member, Chief Raleigh Flowers!!! Thank you for 24 years of service, dedication and leadership to the City of Hialeah, City of Bal Harbour and the South Florida community.
