[10/18/15]   BREAKING NEWS: Some dead people have arisen and several people known to be born again from various churches, institutions and denominations have also disappeared. It seems to have happened suddenly in a twinkling of an eye. Many have 'lost' their family members to this 'disappearance'. Interpol, FBI, CIA etc are investigating this incident which high-tech equipment given that it happened world wide and even some police men, army men, and white house workers have also disappeared........Asked what it could mean, a renown pastor who had 50 out of his 200 members disappearing confessed that those who disappeared were the 'true' born again christians in his church and shocked the nation when he described the incidence as the RAPTURE talked about in the bible. He added that the time of terrible trouble called TRIBULATION has come. Asked why he wasn't taken, he replied that he knows the reasons. THIS TYPE OF NEWS ARTICLE IS NOT FAR FETCHED. ITS TIME UP AND ANY YEAR... ANY MONTH... ANY DAY...ANY HOUR..ANY SECOND...ANY MICROSECOND... THESE THINGS MAY HAPPEN. Are you ready? This is not about religion....its about Christ. A Briefing paper on CHRISTIAN EVANGELISTIC AND DEVELOPMENT AGENCY (Uganda Mission) CEDA-UGM

PREAMBLE:
Christian Evangelistic and Development Agency - Uganda Mission (CEDA-UGM) is a Christian non-profit, non-denominational, evangelistic, relief, and development NGO that was founded in October 2014 by Alexander and Esther Kiberu and registered on 30th January 2015 (S.5914/11410) by the Uganda National NGO board to operate countrywide.

In a broad sense, CEDA-UGM focuses on two main aspects: EVANGELISM and DEVELOPMENT work.

Therefore, CEDA-UGM exists to proclaim the Gospel of Jesus Christ to as many people as possible and equipping others to do the same. Additionally, CEDA-UGM exists to revitalize, strengthen, and produce healthy, self-sustaining evangelized communities through strategic and innovative development programs and projects that put community members and stakeholders in the forefront of economic growth and self-sufficiency.

On the Evangelistic front, CEDA-UGM spreads the Gospel through a variety of ways including but not limited to: mass gospel crusades; door to door ministry; hospital ministry; testimonies; documentaries; prison ministry; school & institutions ministry; fellowships; counseling; publications (pamphlets, periodicals, newsletters, books, brochures, leaflets, posters, stickers, magazines); music, dance & drama; radio programs; television broadcasts; online ministry; conferences; missionary work; personal works; motion pictures; evangelism training; children ministry; youth outreach; women ministry; and use of bible study libraries.

On the community development front, CEDA-UGM uses a variety of ways including but not limited to disaster response, entrepreneurship training, exploring & innovation of various means of enterprise diversification, building of sustainable livelihoods, initiation of community based business projects, encouraging education, encouraging use of cheaper sustainable alternatives, environmental protection, and motivation of individual potential entrepreneurs.

SECTION 1: VISION, MISSION, THEORY OF CHANGE

CEDA-UGM has a compelling vision, focused mission and a strategic plan that involves many actors that are continually and deliberately used in decision making.
i) CEDA-UGM Vision
“Self sustaining evangelized communities able and willing to do and support Christian ministries as they stand firm and grow in the faith”

ii) CEDA-UGM Mission:
“Facilitating underserved and disadvantaged potential entrepreneurs and small business owners in evangelized communities to have access to pragmatic, culturally contextualized & diversified micro-enterprise assistance hence enabling them develop, grow, and sustain the small businesses needed for economic growth, job creation and community transformation, consequently enhancing their ability both to do and support ministry and stand firm in the faith to the Glory of Our Lord Jesus Christ”.

iii) Theory of change:
“CEDA-UGM’s theory of change is that, in evangelized communities, if the underserved and disadvantaged potential entrepreneurs and small business owners have access to pragmatic, culturally contextualized & diversified micro- enterprise assistance, they can develop, grow, and sustain the small businesses needed for economic growth, job creation and community transformation, consequently enhancing their ability both to do and support ministry and stand firm in the faith to the Glory of Our Lord Jesus Christ”

iv) CEDA-UGM key goals:
a) CEDA-UGM exists to proclaim the Gospel of Jesus Christ to all we can by every effective means available and equipping others to do the same.
b) CEDA-UGM exists to revitalize, strengthen, and produce healthy, self-sustaining evangelized communities through strategic and innovative development programs and projects that put community members and stakeholders in the forefront of economic growth and self-sufficiency.

SECTION 2: OUR CHARTER OF PRINCIPLES
In a nutshell, CEDA-UGM uses Jesus’ life and bible teachings as indicated in the statement of faith as the guiding principles and values. For avoidance of doubt, CEDA-UGM is also committed to principled humanitarian action as outlined below:

CEDA-UGM Principles:

a) Independence
CEDA-UGM acts according to its own principles in order to maintain its moral and financial independence. CEDA-UGM’s actions are not defined in terms of domestic or foreign policies, nor does the organization act in the interest of any government.

b) Neutrality
CEDA-UGM maintains strict political neutrality. CEDA-UGM can however denounce human rights violations it witnesses as well as obstacles put in the way of its humanitarian activities.

c) Non-Discrimination
CEDA-UGM rejects all discrimination based on ethnicity, nationality, opinion, race, religion, sex or social class.

d) Free and Direct Access to People in Need
CEDA-UGM demands free access to populations in need and direct control of its programmes. CEDA-UGM uses all means available to achieve this goal, and will denounce and act against obstacles that prevent the organization from doing so. CEDA-UGM also verifies the allocation of its resources in order to ensure that they reach those individuals for whom they are destined. Under no circumstances can partners working together with or alongside CEDA-UGM become the ultimate beneficiaries of the organization’s programmes.

e) Professionalism
To maximize its efficiency and use of resources, CEDA-UGM bases the assessment, conception, management, and realization of its programmes on the highest professional standards and years of experience.

f) Transparency
CEDA-UGM is committed to respecting a policy of transparency and disclosure for its beneficiaries, donors, and partners by making available all information on the allocation and management of its funds, and by providing independent verification of its good management.

CEDA-UGM Core Values

SECTION 3: PROGRAMS
CEDA-UGM has effective and focused programs that are
well thought out, doable, and able to involve many people. In addition, CEDA-UGM programs aim to serve actual needs, and not just a perceived need. CEDA-UGM community needs assessment help to evaluate the needs of target communities. CEDA-UGM is able to take a program idea and implement it through creating a strategy with measurable steps. CEDA-UGM also responds to the rapidly changing contexts through appreciating changes and assessing program successes and weaknesses regularly and change approaches as needed. CEDA-UGM has two (2) main programs i.e. Evangelism & Community development.

a) Evangelism

CEDA-UGM uses a variety of ways including but not limited to disaster response, entrepreneurship training, exploring & innovation of various means of enterprise diversification, building of sustainable livelihoods, initiation of community based business projects, encouraging education, encouraging use of cheaper sustainable alternatives, environmental protection, and motivation of individual potential entrepreneurs.

SECTION 4: SOURCES OF FUNDS
CEDA-UGM is engaged in rigorous & diverse fundraising efforts
in order to attain a stable and sustainable follow of activities with capacity to order to weather the harsh drought years and the constantly changing economy. CEDA-UGM engages in solid fundraising efforts in order to create long-range plans so as to have donors, grants, and fundraising support coming in from as many places and as many people as possible, and for sources to be added every year. In addition, in CEDA-UGM, the fundraising efforts are led by a diverse pool of people within the organization so that ownership and expertise are shared by many.

SECTION 5: FINANCIAL MANAGEMENT
CEDA-UGM strives to exhibits clear and accurate financial management and budgeting tools & processes in order to allow making of reliable decisions and to plan for the future.
The CEDA-UGM board of directors has taken up the responsibility of creating and managing the following.
a) A complete and highly conservative budgets;
b) Correct & organized accounting records;
c) Timely financial reports (weekly, monthly, quarterly & annually)
d) Financial reports in an understandable form;
e) Presence of clear & comprehensive budget projections and budget revisions when needed;
f) Compliance with government guidelines, reporting and deadlines;
g) Strict checks-and-balances, especially for cash management and check signing;
h) Striving to create adequate insurance coverage, and,
i) Adequate filing & archiving system.

SECTION 6: GOVERNING BODY:
CEDA-UGM has an effective Board of Directors that is legally and ethically responsible for CEDA-UGM’s operations and its effectiveness. The CEDA-UGM B.O.D is also helping to create a larger group of people who are invested in the organization through linkages and selling out the organization vision & mission to various people in various areas.
Board composition is as follows:
a) Board Chairperson
b) Board vice chairperson
c) Executive Evangelist
d) Development programs secretary
e) General Secretary
f) Treasurer
g) Women representative

The B.O.D composition aimed at reflecting the diversity of the organization’s membership and/or constituency. The B.O.D aims at widening the scope and breadth of CEDA-UGM to realize its full potential and achieve its objectives. The operations of the CEDA-UGM B.O.D are tailored to suit the way it was founded, its age, its size, the type of programs, and the availability of staff. Generally and in summary, the CEDA-UGM B.O.D broadly carries out the following responsibilities:
a) Providing strategic vision;
b) Setting organizational policy;
c) Ensuring the organization is complying with all legal requirements;
d) Determining program and budget;
e) Seeing that the program is carried out;
f) Giving and getting money;
g) Supporting public relations;
h) Choosing, supporting, and evaluating lead staff;
i) Replacing and training itself, and;
j) Evaluating the organization’s effectiveness.


SECTION 7: INTENTIONAL VOLUNTEER LEADERSHIP AND STAFF DEVELOPMENT:
The “people resources” of CEDA-UGM consist of active volunteers and staff representing the diversity of the CEDA-UGM’s membership and constituencies it works with. CEDA-UGM provides opportunities at all levels of participation: Volunteer opportunities are mainly related to:
• Special events like crusades, missions, conferences
• Working committees,
• Trainings
• Records
• Data collection
• Front desk office

CEDA-UGM aims at having a living volunteer program that “trains & places” volunteers. This includes cultivating and training volunteers and giving them opportunities to take on new leadership.

CEDA-UGM also has professional staff and has created a healthy working environment for them. Realizing that on a day-to- day basis, staffs are often the most visible players working on behalf of an organization’s mission and goals, once staff is engaged, CEDA-UGM puts up systems to create clear expectations, work plans, evaluation procedures, and personnel policies. CEDA-UGM also appreciates the fact that staffs need professional development (training, new position, exposure) an abundance of positive feedback, and policies that support their administrative and program work and help to motivate them on a day-to-day basis. In CEDA-UGM, volunteers benefit from the same approach involving clear work tasks, training, positive feedback and supportive policies.

SECTION 8: COMMUNITY NETWORKING AND VISIBILITY:
CEDA-UGM is developing strong partnerships with a broad base of other organizations with related goals to help build visibility in the community and ensure smooth implementation of action projects. CEDA-UGM also enhances visibility through an active website, partnerships, brochures, meetings, courtesy calls, holding special events, producing posters, and presentations. In addition, “word of mouth” where volunteers talk with friends and families about CEDA-UGM operations is encouraged. Volunteers are kept informed via newsletters, memos, and one on one conversation about the most recent events and issues.
SECTION 9: TECHNOLOGY THAT SUPPORTS THE ORGANIZATION’S WORK: CEDA-UGM being newly established has not fully acquired sufficient technology required for a fully effective organization. Therefore, temporarily, CEDA-UGM has tried to make up in labor what they have lacked in technology. However, this temporally approach also has challenges since volunteer and staff time and energy are proving a more scarce resource. The optimal technology required for CEDA-UGM includes modern computer hardware, software and web, networking and e-mail access for leaders, members and staffs; modern public address systems; transportation of the PA systems; modern stage/ pulpit; modern multimedia tools (e.g. video coverage, recorders) among others. Also, adequate phone lines and systems, general cars/ motorcycles that run well, office space and furniture that don’t compromise workers’ health and safety and are conducive to both individual and collective work and would add to CEDA-UGM worker’s and organizational productivity and effectiveness are not fully attained. CEDA-UGM seeks to continually assess the effectiveness of their current technology and evaluating what new additions would increase their effectiveness. We make certain that each piece of technology is supporting and serving the work of the organization, not vice versa.
SECTION 9: COMMUNICATION WITHIN A “LEARNING ENVIRONMENT”:
As in natural biological systems where adaptation cannot occur without a feedback loop, CEDA-UGM models this biological wisdom by consistently creating opportunities for learning and change to occur. Through simple practices such as written and verbal evaluation of meetings and training programs, periodic program review, and assessments/evaluation seek to provide a constant feedback and learning loop. CEDA-UGM regularly and openly asks a question “How are we doing?” and has cultivated an organizational culture where actions are not “mistakes” or “wrong,” but instead are an opportunity to learn how to do it better for the next project or the next step.

SECTION 10: CELEBRATION SUCCESSES AND JOY AT WORK:
CEDA-UGM has cultivated a culture where major and minor victories are celebrated and members, leaders and staff feel valued and appreciated. CEDA-UGM believes that this is critical to long-term sustainability. CEDA-UGM volunteers are specially made to feel they are spending their free time in a place that’s creative, fun and life supporting. CEDA-UGM uses fellowship, celebration, food, thank-you notes and affirmations to hold the team together and help to counter the long-haul struggle of creating a safe and healthy environment for all.

SECTION 11: STATEMENT OF FAITH:
i) We believe the Bible to be the inspired, the only infallible, authoritative Word of God. 1 Thessalonians 2:13; 2 Timothy 3:15-17.
ii) We believe that there is one God, eternally existent in three persons: Father, Son, and Holy Spirit. Matthew 28:19; John 10:30; Ephesians 4:4-6.
iii) We believe in the deity of the Lord Jesus Christ, in His virgin birth, in His sinless life, in His miracles, in His vicarious and atoning death through His shed blood on the cross, in His bodily resurrection, in His ascension to the right hand of the Father, and in His personal return in power and glory. Matthew 1:23; John 1:1-4 and 1:29; Acts 1:11 and 2:22-24; Romans 8:34; 1 Corinthians 15:3-4; 2 Corinthians 5:21; Philippians 2:5-11; Hebrews 1:1-4 and 4:15.
iv) We believe that all men everywhere are lost and face the judgment of God, & that Jesus Christ is the only way of salvation, and that for the salvation of lost and sinful man, repentance of sin and faith in Jesus Christ results in regeneration by the Holy Spirit. Luke 24:46-47; John 14:6; Acts 4:12; Romans 3:23; 2 Corinthians 5:10-11; Ephesians 1:7 and 2:8-9; Titus 3:4-7.
v) We believe in the present ministry of the Holy Spirit, whose indwelling enables the Christian to live a godly life. John 3:5-8; Acts 1:8, 4:31; Romans 8:9; 1 Corinthians 2:14; Galatians 5:16-18; Ephesians 6:12; Colossians 2:6-10.
vi) We believe in the resurrection of both the saved and the lost; the saved unto the resurrection of eternal life and the lost unto the resurrection of damnation and eternal punishment. 1 Corinthians 15:51-57; Revelation 20:11-15.
vii) We believe in the spiritual unity of believers in the Lord Jesus Christ and that all true believers are members of His body, the Church. 1 Corinthians 12:12, 27; Ephesians 1:22-23.
viii) We believe that the ministry of evangelism and discipleship is a responsibility of all followers of Jesus Christ. Matthew 28:18-20; Acts 1:8; Romans 10:9-15; 1 Peter 3:15.
ix) We believe God’s plan for human sexuality is to be expressed only within the context of marriage, that God created man and woman as unique biological persons made to complete each other. God instituted monogamous marriage between male and female as the foundation of the family and the basic structure of human society. For this reason, we believe that marriage is exclusively the union of one genetic male and one genetic female. Genesis 2:24; Matthew 19:5-6; Mark 10:6-9; Romans 1:26-27; 1 Corinthians 6:9.
x) We believe that we must dedicate ourselves to prayer, to the service of our Lord, to His authority over our lives, and to the ministry of evangelism. Matthew 9:35-38; 22:37-39, and 28:18-20; Acts 1:8; Romans 10:9-15 and 12:20-21; Galatians 6:10; Colossians 2:6-10; 1 Peter 3:15.
xi) We believe that human life is sacred from conception to its natural end; and that we must have concern for the physical and spiritual needs of our fellowmen. Psalm 139:13; Isaiah 49:1; Jeremiah 1:5; Matthew 22:37-39; Romans 12:20-21; Galatians 6:10.
xii) We believe in Baptism and the Lord’s Table as ordinances that Christ gave to the Church. We believe that the ordinances are symbolic in meaning and teach Spiritual truth. We believe that the two ordinances do not posses or impart any saving virtue to the partaker. We believe that Baptism is administered to those who have already believed in Christ as their personal Lord and Savior through hearing the true Gospel of Christ. We believe that baptism pictures the death of the believer to sin and the new life that he has in Christ. Romans 6:3-10; Colossians 2:12. We believe that the Lord’s Table is a memorial ordinance to be observed by believers in remembrance of the death of Christ our Lord for our sins. 1 Corinthians 11:24.

SECTION 12: PROGRAM QUALITY & ACCOUNTABILITY (PQA)

A) CEDA-UGM concept of PQA
i) Quality
At CEDA-UGM, quality is the totality of features and characteristics of a product or service that makes it fit for the purpose of satisfying the stated or implied needs of the consumer or the intended beneficiary. ii) Accountability
At CEDA-UGM, program accountability is about:
• Recognizing our “power”, responsible use of that power & handing over some of that power to the beneficiaries of our work.
• Fulfilling on our commitment and promise.
• Holding ourselves accountable for the decisions, actions and lack of actions we make.
• Using the organizations resources judiciously and holding ourselves accountable for such use.
• “Doing the right thing, and doing it right”, being honest to ourselves, and to the beneficiaries,
• Giving voice or proactively creating a space for the voices and concerns of our beneficiaries to be heard and addressed.
B) Why we emphasize Quality & Accountability:
At CEDA-UGM, we recognize that an accountable and participatory approach brings important practical advantages including:
• Improving our relationship and acceptance by the communities.
• Reducing the risk of fraud or funds being used inefficiently.
• Reducing the risk of harm to direct and indirect beneficiaries that might be caused by the conduct of our own staff or by the design of the intervention itself.
• Ensuring that our programmes are more appropriate, relevant and sustainable and therefore more likely to succeed.
• Increasing the sense of ownership that beneficiaries and communities feel towards our programmes which improves the chance of their long-term impact
• Improving the quality of our programme design and implementation
• Involving beneficiaries and communities in helping to identify the key barriers that they face in securing their rights and identifying innovative responses to address them.
• Supporting beneficiaries and communities’ empowerment and partnership in the development of Programmes and building their self-respect and self-confidence
• Demonstrating to our donors that we are able to deliver on quality processes such as accountability in programme design and implementation

The key benefit of quality programming at CEDA-UGM is the achievement of overall greater impact on our beneficiaries.



C) How CEDA_UGM ensures Quality & Accountability

i) Quality
CEDA-UGM always develops or adapts implements and monitors sector specific and or project based quality benchmarks, standards and checklists. The main purpose of the quality checklists as a management tool at CEDA-UGM is to help measure progress towards achieving core sector-based technical and accountability quality standards in a humanitarian response. The results included in the CEDA-UGM quality checklist are aligned with the results included in the Log frame menus and master budgets, to help support effective monitoring & evaluation (M&E) of progress towards strategic sector objectives in line with quality benchmarks.

ii) Accountability
At CEDA-UGM, the key areas of interest as regards accountability are:
• Information sharing;
• Participation;
• Beneficiary Complaint Response Mechanism;
• Staff and Partner capacity building (skills, attitudes, behaviors) for accountable and participatory programming
• Monitoring Evaluation, Learning and continual improvement.

D) Responsiveness to International guidelines and standards:
CEDA-UGM respects and is responsive towards internationally accepted guidelines and standards for example: SPHERE standards; The Good Enough Guide; The Quality Compass; HAP (Humanitarian Accountability Partnership); People in Aid/People First Impact Method (PFIM); ALNAP (Active Learning Network for Accountability and Performance in Humanitarian Action, and the CaLP (Cash learning Partnership) among others.
